  1. Preheat oven to 350.
  2. Spray a 9 inch square pan with Pam.Set aside.
  3. Cut butter into 8 pieces and combine with chocolate in a microwavable bowl. Melt chocolate and butter together in a microwave starting with 30 second intervals. Repeat until smooth.
  4. Combine oats, wheat germ, dry milk and baking powder.
  5. Beat eggs and sugars. stir in chocolate mixture and vanilla. Fold in oats mixture.
  6. Pour into pan and bake at 350 for 20-25 minutes.
